Cooperation with European partners on EU projects entered our everyday work in 1997 when we became involved in Phare/PLDP/OSI project. In picturesque seaside town Lovran we hosted the International Conference for Public Libraries in 1997 with the theme – The Challenge of Change. We took part in creating the Copenhagen Declaration, adopted at the conference held in Copenhagen in 1999 and created as the result of the PubliCA project, the goal of which was to unite the key representatives of public libraries and improve the image of public libraries throughout Europe. The PULMAN-XT project resulted in creating the network of excellence designed for creators of strategies, service managers and researchers. The network goals were to strengthen the performance and help boost public libraries' potential in many aspects with the support of the PULMAN guidelines.
